Avic, China Mobile, Hangzhou Hikvision, Huawei, and SMIC in expanded US sanctions list

These include Aviation Industry Corp of China (AVIC), China Mobile Communications Group, China National Offshore Oil Corp (CNOOC), Hangzhou Hikvision Digital Technology, Huawei Technologies and Semiconductor Manufacturing International Corp (SMIC), Reuters reports.

Senior officials said the Treasury Department would give guidance later on what the scope of surveillance technology means, including whether companies are facilitating "repression or serious human rights abuses."

Investors would have time to "unwind" investments, a third official said.

The order said the ban would take effect on August 2 for those companies currently listed. U.S. investors would still have 365 days from the date of this or future listings to make transactions for the purpose of divesting, and while it was not required, divesting later than 365 days after listing would be prohibited without authorization.

US Senate passes broad US$250 billion legislation to counter and compete with China

A measure that touches on nearly every aspect of the nations’ complex relationship, including semiconductors, Taiwan, Xinjiang and the 2022 Winter Olympics

US House of Representatives will next take up its own version of the legislation, called the Eagle Act

by Jacob Fromer

t includes billions of dollars to increase American semiconductor manufacturing, a sign of growing urgency in Washington that the US has become dangerously reliant on Chinese supply chains.

It bans American officials from attending the 2022 Beijing Winter Olympics over human rights concerns, and declares Beijing’s policies in China’s far-west Xinjiang region a genocide, echoing the position of the US State Department and multiple parliaments around the world.

Major stock indices to remove more Chinese companies

Move by S&P Dow Jones Indices follows executive order by US President Joe Biden banning investment in businesses thought to have ties to Chinese military

FTSE Russell is also planning to drop another 20 Chinese businesses from its benchmarks

by Jodi Xu Klein

S&P Dow Jones Indices, which maintains the Dow Jones Industrial Average and Standard & Poor’s 500, said on Wednesday it would drop 25 companies – including Aerospace Communications Holdings, China Shipbuilding Industry Co and Inner Mongolia First Machinery – from its benchmarks on August 2.

FTSE Russell, another global provider of stock benchmarks and an arm of the London Stock Exchange Group, said it would also drop another 20 Chinese firms from its indices on July 28.

In Washington, the US Senate recently passed a bill allowing regulators to delist foreign companies if they do not comply with audit rules within two years instead of three.

Since the Pentagon blacklisted the first batch of companies last year, FTSE Russell removed eight Chinese companies – China Railway Construction Corporation and surveillance camera maker Hangzhou Hikvision among them – from several global stock benchmarks.
