China seizes millions of toxic food containers

Authorities in China have seized more than seven million toxic disposable food containers, state media reported Wednesday, in the latest product safety scare to hit the nation.

Seven companies in the eastern province of Jiangxi were busted for manufacturing the long-banned foam boxes using plastic waste and fluorescent whitening agents, the official China Daily newspaper said.

Disposable food containers are routinely used by restaurants across China. Authorities banned foam boxes in 1999, but they can still be found in many parts of the country.

The warmth of a hot meal causes toxic elements used to make the foam containers to seep into the food. Those substances can damage people's livers, kidneys and reproductive systems.

According to the report, authorities seized a total of 7.2 million unsafe foam boxes in the provincial capital Nanchang and enough raw materials to make 10 million more.

They were found on sale in the city and in other areas of eastern China including Shanghai.

Employees of the Hong Kong-based International Food Packaging Association had visited a local market in Nanchang before the raids and reported foam boxes were "giving off a heavy smell of plastic waste," the report said.

China is regularly hit by product safety scandals despite government pledges to clean up the food industry.

Last month, authorities ordered inspections of cooking oil nationwide after reports said up to one-tenth of China's supplies contained cancer-causing agents.

Peddlers in the central province of Hunan were also reportedly found soaking dry soybeans in green dye and selling them as fresh green beans.

And in 2008, at least six babies died and 300,000 others fell ill after consuming milk products tainted with the industrial chemical melamine.

McNeil recalls children's over-the-counter liquid cold, allergy meds that don't meet standards

More than 40 over-the-counter infant's and children's liquid medications are being recalled in the United States and 11 other countries because they don't meet quality standards.

McNeil Consumer Healthcare issued the recall for children's versions of Tylenol, Tylenol Plus, Motrin, Zyrtec and Benadryl after consulting with the Food and Drug Administration.

The company is recalling the products because some did not meet required quality standards, the company said in a statement Friday. Some of the products recalled may have a higher concentration of active ingredient than is specified on the bottle. Others may contain particles, while still others may contain inactive ingredients that do not meet internal testing requirements.

The company is advising consumers to stop giving the products to their children as a precautionary measure. The recall was not undertaken because of any adverse effects, the company said.

The medicines were made and distributed in the United States, and exported to Canada, the Dominican Republic, Dubai, Fiji, Guam, Guatemala, Jamaica, Puerto Rico, Panama, Trinidad and Tobago and Kuwait.

Rules for analyst briefings and roadshows needed

THE thing about stock market disclosure is that it's supposed to be timely, ongoing and cannot favour any particular group over others. Problem is, even though listed companies know this, few actually practise it.

Often, research reports are circulated in which a new investment recommendation is made based on information gathered at an analyst briefing, or private (sometimes informal) meeting with management. More often than not, because the information is new and is not previously known to the investment world at large, it has an impact on the share price.

Invariably of course, these reports would be of the 'buy' variety as managements are highly unlikely to share negative information with analysts, but the point is that together with presentations given at roadshows, there is ample opportunity for material data to be passed on to a privileged group before the broad market receives it.

If ever the Singapore Exchange (SGX) decides to toughen its listing and disclosure rules, it's clear that the one glaring area it has to address relates to analyst briefings and roadshows.

Consider the roadshow, a popular means of promoting one's company to a band of investors, often with the aid of a broking firm who organises the event.

Companies' senior managements are gathered by that broker, a hotel function room is booked, invitations are sent. The event, which is essentially a marketing exercise aimed at pushing share prices higher, basically involves each company's boss or finance officer pulling out all the stops in selling his firm's story to attendees, many of whom are fund managers looking for undiscovered gems.

As a networking tool it's great; as far as selective disclosure goes though, it's a regulatory minefield - the opportunities for inside, non-public information to be passed are endless.

The same goes for analyst briefings. We've lost count of the number of times we've seen a 'buy' call that starts with the words 'At an analyst briefing yesterday, management said...'

Is it good enough to claim that the handful of analysts who were present at these invite-only briefings sufficiently represent all the interests of the wider market?

Of course not. By the time these reports enjoy widespread circulation, the new information is already in the price. There is no justification, in today's disclosure-based regime which demands prompt and non-selective dissemination of important data, to allow such practices to continue.

In Australia, steps are currently being taken to plug this disclosure gap. The Australian Stock Exchange (ASX) - which has lost almost all regulatory powers over the broad market but still retains the right to enforce its own listing rules - last Friday proposed various changes to its listing rules, one of which was that ASX-listed companies will have to arrange group analyst briefings in advance so that the market knows that they are about to take place, and thereafter broadcast the proceedings of those briefings 'live' via webcast and/or conference calls, thus allowing any interested party access.

(The other interesting proposal was that ASX-listed companies have to report the number of female directors, executives and employees in their annual report and if they don't, they've to explain why. Companies are also required to set gender targets and report progress in achieving those targets).

This is a proposal certainly worthy of study here. It may even be necessary to examine how to extend the rule to banks/brokers who organise roadshows because in the halcyon days of 2007 when China companies were all the rage here, the mere circulation of the list of companies attending an upcoming roadshow was highly sought-after, often leading to price gains well before the roadshow began on the assumption that there'd be further gains after the roadshow ended.

Granted, policing roadshows and analyst briefings would be difficult and surely highly unpopular - both among brokers and companies. But it isn't about doing what's popular, it's about doing what's necessary to ensure as level a playing field as possible and so rules to govern analyst briefings and roadshows should be top of the list of things to do when SGX next tweaks its listing rules.

Today, millions of Americans say that they believe that the United States is on the verge of a major economic collapse and will soon be entering another Great Depression. But only a small percentage of those same people are prepared for that to happen.

The sad truth is that the vast majority of Americans would last little more than a month on what they have stored up in their homes. Most of us are so used to running out to the supermarket or to Wal-Mart for whatever we need that we never even stop to consider what would happen if suddenly we were not able to do that.

actually, i have heard americans saying they know many countrymen jobless until today.... some have been so depressed, they practically have given up on finding employment altogether... these are the bunch who are permanently burnt...unfortunate but true...

this phenomenon is not dissimilar to many in this region who lost jobs post dot com and SARs inflicted recessions, who until now have not been able to get back to work or are not receiving anywhere close to their previous remuneration packages...

Federal regulators are expanding their investigation into children's jewelry that contains the toxic metal cadmium, promising that a recall announced Monday of "Best Friends" charm bracelets will not be the last.

"More recalls are in the works," U.S. Consumer Product Safety Commission spokesman Scott Wolfson said.

Those recalls would be the result of voluntary testing by companies, some of which have found troubling levels of cadmium and then reported those results to the agency, Wolfson said. He would not say how many products are under scrutiny.

In addition, in recent weeks agency inspectors working at 10 of the nation's largest ports have screened imports of jewelry for cadmium. In one instance, a shipment of Chinese jewelry was turned away.

Word of expanded federal efforts came as the consumer safety agency announced the voluntary recall of about 19,000 "Best Friends" charm bracelet sets made in China and sold exclusively at the jewelry and accessories store Claire's, which has more than 3,000 outlets in North America and Europe.

"Cadmium is toxic if ingested by children and can cause adverse health effects," the agency said in its recall announcement. Medical research shows that cadmium in high levels is a known carcinogen and can harm kidneys and bones.

Agency scientists confirmed independent test results that were first reported in an Associated Press investigation in January, which showed high levels of cadmium in the "Best Friends" bracelet.

The recall pertains only to items previously sold at Claire's; several days after AP's initial investigation became public, the chain said it would immediately stop selling them.

While the CPSC did not release its results, testing done for the AP revealed that bracelets sold at Claire's contained up to 91 percent cadmium by weight, and shed alarming amounts during a test that examined how much cadmium children might be exposed to if they accidentally swallow one of the charms.

Consumers should take the bracelets away from children and return them to Claire's for a replacement or refund, according to the announcement. The bracelets sold for about $12.

The CPSC identified the manufacturer as Dae Yeon Industries Corp., of China. Claire's said Monday that it has stopped further shipments from the company.

The recall was the third prompted by AP's reporting. Before this year, no consumer product in the United States had been recalled because of cadmium.

"Within weeks of these reports, Claire's Stores added procedures requiring all of its suppliers to test for cadmium in children's jewelry," the company said in a statement. "Claire's Stores has taken significant steps to ensure that its products meet or exceed all existing safety standards and has responded swiftly and decisively to address the potential risk of cadmium in children's jewelry."

The reference to existing safety standards reflects the fact that, unlike with lead, federal law sets no specific levels for how much cadmium is permissible in children's jewelry. Federal regulators are operating under generic powers they have to remove hazardous items from commerce, and Claire's urged the agency to set clearer standards.

In the meantime, states from California to Connecticut have started to act.

Last week in Illinois, for instance, the Legislature passed a bill to limit cadmium in children's jewelry that roughly follows a regulatory approach now used for cadmium in toys. That bill is on its way to the governor's desk.

Representatives of jewelry importers and manufacturers have rejected the idea that children's metal jewelry is unsafe.

Michael Gale, executive director of the Fashion Jewelry and Accessories Trade Association, has told several state legislatures that are considering strict limits on cadmium in jewelry that if those laws pass, it might be impossible to put any children's jewelry on stores shelves where those laws apply. In an interview Monday, he endorsed the approach that Illinois took.

At the nation's ports, federal product safety screeners are now using special guns that shoot X-rays into jewelry to estimate how much cadmium each item might contain. Samples of items with high initial results — dozens so far — have been sent to the CPSC's headquarters for detailed lab testing.

In one instance, a shipment of Chinese jewelry shed high levels of cadmium when put through the test that mimics how much would enter the body if accidentally swallowed, agency spokesman Wolfson said. That shipment was then "re-exported" — which under U.S. law doesn't mean it had to be sent back to China.
