China’s local government financing vehicles are a ticking debt bomb

Amid infrastructure drive, shadowy LGFVs, which let local governments circumvent borrowing limits, risk triggering a debt-fuelled bust

Across China, idle construction sites, delayed civil servant salaries and back-tax demands on businesses all point to a lingering fiscal crisis.

Now entering its fourth year, the property market slump has crippled land sales – the primary revenue source for local governments, especially those in the hinterland regions and underdeveloped areas.

With shrinking revenues, local governments are struggling to repay mounting debt while still trying to meet economic growth targets.

Policymakers have acknowledged the severity of the problem, signaling fiscal reforms to give local governments greater revenue-raising power and to ease austerity measures.

At the same time, Beijing hopes to boost household consumption to reduce reliance on government-led investment.

CN Trade-in Sales for Vehicles/ Home Appliances/ Handsets Top RMB31B During CNY

According to data released by China's National Development and Reform Commission, the nationwide trade-in activities for consumer goods were in full swing during this year's Spring Festival (January 28 to February 4).

The trade-in sales volume for vehicles, home appliances, and digital products like handsets reached 8.6 million units, with sales exceeding RMB31 billion.

Among them, home appliance sales revenue leaped by around 166% YoY, while handset sales revenue surged by about 182% YoY.

Electronic trade-in subsidies fail to spark rush

China's trade-in scheme for consumer electronics has failed to get the tills ringing with buyers purchasing fewer than two subsidized items per person, despite being eligible to buy up to three.

Around 20 million consumers applied for subsidies on 25.4 million digital devices since the scheme's launch on January 20.

Broadened its national trade-in program for home appliances and cars to include personal devices such as phones, tablets and smart watches, offering 15 percent subsidies for products priced under 6,000 yuan (HK$6,395).

The subsidies are capped at 500 yuan for each purchase, while consumers can enjoy the reduction for one item per category.

Walmart reported a 17 percent increase in sales in the mainland in the third quarter 2024, amid speculation that it would pull out of China.

China Needs $3 Trillion Local Debt Solution, Top Economist Says

Regional authorities owe a total of 10 trillion yuan in arrears to contractors and civil servants. That’s equivalent to 7% of China’s gross domestic product last year.

A swap at a scale of 20 to 50 trillion yuan would be effective in relieving debt burdens around the country, allowing local authorities to better support consumers,

Local governments had over 47 trillion yuan in on-balance sheet debt as of the end of 2025. On top of that, they have about 60 trillion yuan in so-called hidden debt.
