How the Singapore-KL High Speed Rail could bring more than growth

SINGAPORE (July 26): UOB is expecting the Singapore-Kuala Lumpur High Speed Rail to be the “next growth-game changer for the two countries, after Singapore Prime Minister Lee Hsien Loong and Malaysia Prime Minister Najib Razak signed the memorandum of understanding for the project on July 18.

The HSR will comprise eight stations: Jurong East in Singapore, Iskandar Puteri, Batu Pahat, Muar, Ayer Keroh, Seremban, Putrajaya, and Bandar Malaysia in Kuala Lumpur.

According to UOB’s Julia Goh and Francis Tan, both countries will separately build and fund the HSR infrastructure within their territories. International tenders are expected to be launched in August and construction will be completed by 2025. The HSR would then commence operations in 2026. The MOU is expected to be finalised with the signing of the bilateral agreement by year-end.

“We think this is the next major infrastructure project that will generate enhanced stimulus and growth effects via improved transportation and connectivity between the two countries,” writes the pair in a flash note on Tuesday. “This also marks the beginning of a larger vision for a Pan Asia Railway network to connect China and all countries on mainland Southeast Asia.”

As the analysts explain it, the project is divided into three parts, its operations, railway assets and infrastructure. InfraCo, which will be owned by the governments, will hold the largest assets including the tunnels, viaducts and stations.

AssetsCo would be in charge of the railway’s performance, including maintenance and provision of the railway assets, the trains, the signalling, the tracks, telecommunications, and the management of the network. Two appointed train operating companies, which would make up the OpCo, would be in charge of operations that focus on maintaining trains and repairs, as well as ensuring high ridership.

“This helps to solve the problem of how much each government will pay for assets that operate disproportionately in both jurisdictions,” writes the duo.

Beyond that, Goh and Tan expect the HSR to improve bilateral relations and provide tangible benefits for both countries.

For Malaysia, the pair believes the HSR would provide an alternate mode of transport to travellers, reducing congestion, while the agriculture and rural areas surrounding Seremban, Melaka, Muar, Batu Pahat and Iskandar Puteri, could be redeveloped to provide mass housing, commercial, manufacturing and services industries.

“Successful operation of HSR could potentially create a more diversified regional centre that encompasses Singapore, the Southern and central part of Malaysia, and help kick-start the current trend of moderating growth”, they said.

The project could also provide more visitor arrivals into Singapore for both business and leisure activities, which will improve the business volume for various domestic services firms such as hospitality, F&B, and shopping.

For Singapore, the HSR could provide higher visitor arrivals, increase the options for Singapore residents to retire and live in the various towns served by the HSR route, and offer Singapore-based firms lower operating costs when they set up bases along the HSR route.

“In all, we expect more cross-country trade, investment and tourism flows that are mutually beneficial,” says the pair. “On a cultural note, given that there are many Malaysians working and staying in Singapore, the HSR will also work to keep family ties alive even as they venture abroad for opportunities."

KL-S'pore high-speed rail boost for planters’ land bank

Sime is expected to be the main beneficiary of HSR stops in Seremban and Muar, as the proposed stations are likely to be located in Labu and Pagoh, where Sime has about 15,000 acres of land.

Meanwhile, GENP is touted to be another beneficiary as the Batu Pahat station could be located in its Pura Kencana project.

KLK stands to benefit from its joint venture with UEM in Iskandar as the Iskandar Puteri station may be located in its project.

KLK has a 60% stake in this project with a land area of 202ha.

“Our estimates show that for every RM5 per sq ft increase in the value of the landbank where the proposed station is located, revalued net asset value would rise by RM2.45 for GENP, 52 sen for Sime, and 10 sen for KLK,” said CIMB Research.

Malaysia, Singapore agree on high-speed rail link, bids in 2017

Construction of the 350-kilometer rail link is expected to start in 2018, a year after the tender is called.

Two consortia selected for KL-Singapore high speed rail civil works

KUALA LUMPUR: MyHSR Corporation Sdn Bhd has completed its project delivery partner (PDP) tender and has selected two consortia to assist with the Kuala Lumpur-Singapore High Speed Rail (KL-SG HSR) project’s civil works portion.

The Malaysian Resources Corporation Bhd-Gamuda Bhd consortium has been selected for the northern portion of the alignment while the Syarikat Pembenaan Yeoh Tiong Lay Sdn Bhd-TH Properties Sdn Bhd consortium (YTL-THP) has been selected for the southern portion of the KL-SG HSR project alignment.

The contracts will be awarded upon the satisfactory conclusion of negotiations between MyHSR Corp and MRCB Gamuda Consortium and YTL-THP consortia respectively.

The PDPs will be responsible for designing and delivering the civil works for the KL-SG HSR project at an agreed cost and schedule. It shall carry out all necessary activities throughout the planning, construction, testing, and commissioning phases, amongst others.

“We are pleased to have selected two very capable consortia to work on the project. The PDPs will bring both local and international experience, through their own experience in building railways in the country and through partnerships with HSR experts, and together, we will build the KL-SG HSR project.

“We look forward to emulating the success of previous iconic projects in the country,” said MyHSR Corp chief executive officer Datuk Mohd Nur Ismal Mohamed Kamal in a statement.

The PDP tender that was called on November 22, 2017 and was conducted via an open tender by MyHSR Corp. The tender was open to parties with experience in railway design and construction, familiar with Malaysian Railway construction practices and regulatory requirements, as well as the Malaysian supply market conditions.

The tender also promoted involvement of Malaysian firms consistent with the Government’s procurement objectives to stimulate and encourage the growth of local industries through optimal usage of local resources and materials.

Mahathir, who was swept into power in a surprise election win this month, is moving swiftly to stabilise the nation’s finances

“We need to do away with some of the unnecessary projects, for example the high-speed rail, which is going to cost us RM110 billion (US$28 billion) and will not earn us a single cent. That will be dropped".
