More should be done to cope with droughts: Balakrishnan By Kezia Toh

Dry spells are more worrying than flash floods, said Minister for the Environment and Water Resources Dr Vivian Balakrishnan.

He commended the recommendations released earlier this week by the expert panel working to ease the waterworks, but added that the infrastructure should also cater to possible droughts.

Flash floods hit Raffles City By Kai Fong

Flash floods hit Raffles City shopping mall and other parts of Singapore on Friday afternoon following heavy rain, reported The Straits Times.

A blocked drain at ground level had caused the flooding, the mall’s spokesperson Phyllis Cheong told the paper.

Sales staff at affected shops told Yahoo! Singapore on Saturday that water first came in from the stairs at the emergency exit between the Birkenstock shoe and Crumpler bag stores.

They also said shops at the basement of the mall had to be closed for thirty minutes to an hour as a result.

A row of food stalls was also blocked off until 3:30pm and an escalator leading to the Esplanade Exchange was shut down for checks. Business resumed at about 5pm.

A salesperson at NBC stationery shop revealed that a similar flooding incident, while less severe, had happened “a few months ago”.

Meanwhile, national water agency PUB said that flash floods occurred at Veerasamy Road, Thomson Road and Tanglin Road.

In its updates on Twitter at about 2:25pm, PUB advised motorists to avoid the affected roads.

Flood waters subsided before 3pm.

Afternoon showers with thunder can be expected over the weekend and the Chinese New Year holidays, said the NEA.

My gut feel is that it has everything to do with the barrage.

The barrage sits right at the mouth of Singapore River. Is it even correct to 'control' the natural flow of water?

Just recall: Time-before-barrage and time-after-barrage.

The key difference between the 2 periods is flood.

2. The trend will END but I don't know WHEN.

Flash floods hit several parts of Singapore

Flash floods hit several parts of Singapore on Saturday afternoon after a heavy downpour

The Public Utilities Board tweeted on its official Twitter channel that parts of Tampines, Thomson Road, Seletar/Neram Road, Jalan Tari Lilin, Hillview and Swiss Club Road were hit by flash floods around 4pm.

By 7pm, however, most of the flood waters had receded.

A day earlier on Friday, flash floods also hit Raffles City shopping mall and other parts of Singapore following heavy rain.

A blocked drain at the ground level had caused the flooding at Raffles City, the mall’s spokesperson Phyllis Cheong told The Straits Times.

Sales staff at affected shops told Yahoo! Singapore on Saturday that water first came in from the stairs at the emergency exit between the Birkenstock shoe and Crumpler bag stores.

Singapore to spend $598 mln to boost flood defences

SINGAPORE, Jan 30 (Reuters) - Singapore will spend about S$750 million ($598 million) over the next five years , to boost flood defences, following an increase in the number of flash floods that have hit key areas including the main Orchard Road shopping belt.

The projects include widening and deepening existing canals such that they can hold up to 45 percent more water in times of heavy rain, national water agency PUB said in a statement on Monday.

While Singapore last experienced flooding that required authorities to evacuate people from their homes back in the 1970s, the Southeast Asian city-state has become prone to flash or sudden floods that have damaged basement shops and carparks over the past two years.

Singapore, the Asian headquarters for many banks and multinational firms, is vulnerable to rising sea levels and a further increase in the intensity of tropical downpours.

Last year, roads in parts of the country's financial district were partially submerged and people had to walk in ankle-deep water because the drains could not cope with the heavy downpour.

Singapore's drainage standards not up to other cities': Panel

Singapore's drainage-design standards still lag behind those in other places, said an expert panel, despite the standards being raised after the 2010 Orchard Road flood.

The panel, comprising 12 foreign and local experts, was convened by the Government last June, to help reduce floods here. It made its recommendations earlier this month.

It noted in its full report - published on Monday on the Environment Ministry's website - that drainage systems here are designed according to the size of the area they serve and the type of installations on the land.

Catchments here have to handle at most storms that are predicted to occur once every 100 years.
