Eco World is CIMB Research top property pick

CIMB Research says Eco Worl is its top pick as it offers the highest share price upside among the developers in its coverage


KUALA LUMPUR: CIMB Equities Research is retaining its Overweight call on property sector with Eco World as its top pick which will also benefit from the spillover from mass marketing housing projects.

It said on Friday if the Budget 2017 introduces measures that help first-time homebuyers, developers with sizeable exposure to mass market housing projects (LBS Bina Bhd, Mah Sing Group Bhd and UOA Development) could benefit.

“The benefits could also spill over to developers that focus on affluent projects, such as Eco World, by boosting the overall sentiment in the property market.

Eco World’s share price performance has lagged behind its peers YTD. It is our top pick as it offers the highest share price upside among the developers in our coverage,” it said.

CIMB Research said the government is reportedly looking into a potential scheme to assist first-time homebuyers to secure loans in Budget 2017. Property developers have also put forth proposals to help first-time homebuyers.

“Our analysis reveals that a higher cap on the withdrawal of EPF savings for home purchases could help the homebuyers and bring other social benefits. Maintain Overweight, with easing measures to be a potential re-rating catalyst for property stock prices. A key downside risk is further macroeconomic headwinds,” it said.

To recap, early this month, the media reported that the government would announce a scheme to help first-time home buyers secure mortgage financing in Budget 2017.

Since then, property developers have proposed many measures, ranging from higher loan-to-value ratios (LTV) and higher debt-service ratios to the reinstatement of the developer’s interest-bearing scheme (DIBS) and a higher cap on the withdrawal of EPF savings for home purchases, for inclusion in the government budget that will be tabled on Oct 21.

“We believe that more lenient lending criteria, such as higher LTV and the extension of the maximum mortgage tenure from 35 to 40 years, may be inadequate to revive the slow property market as banks are unlikely to ease their lending practices.

“Already, BNM has rejected calls for longer mortgage tenures. A higher LTV will help the homebuyers who cannot afford the initial down payment but its impact on primary sales could be small as many developers are already offering packages that lower the upfront payment.

“Among all the proposals that have been put forth to help first-time homebuyers, we think a higher cap on the withdrawal of savings from EPF, the government-run retirement fund for all private and non-pensionable government employees, holds the most promise.

“However, we believe the cap needs to be raised to 60-80% (from 30% currently) for the impact to be significant. Also, other safeguards must be introduced to protect EPF members’ retirement savings and curb the use of withdrawals for speculative purchases,” it said.

In 2015, 89,071 members withdrew their EPF savings to finance purchases of their first homes. The average withdrawal amount was RM23,676.

Assuming that this equates to 30% of the average savings of EPF members, raising the cap to 80% could raise the withdrawal amount by RM39,460 to RM63,136. The additional withdrawal is equivalent to 13% of the average transaction price of residential property in 2015.

“While the depletion of EPF savings could be detrimental to retirement life, we believe the associated risks of lower EPF savings could be mitigated through several safeguards, such as restricting the high withdrawal cap to those who are young and who therefore have many years of remaining working life (i.e. aged 35 or below), requiring the homes purchased with EPF savings to be owner-occupied and imposing a maximum debt-service ratio of 60-70% on the borrowers to prevent over-leveraging.

“Housing wealth currently forms the largest share of the middle class’s net worth. Lower EPF savings could be more than offset by accumulation of housing wealth in the long run.

“Also, home loans can be insured and the insurance will settle outstanding loans in the event that the homebuyer loses his capability to work. A higher cap on EPF savings withdrawals coupled with mandatory housing loan insurance is arguably a safer investment portfolio compared to a standalone EPF savings account, in our view,” it said.

Eco World’s brand has landed the developer prominent developments such as the Bukit Bintang City Centre project. It has also gained traction with strong partners such as the Employees Provident Fund (EPF).

The two are developing a mixed project on 890ha in Kuala Selangor that has an RM15bil gross development value.

Eco World and the EPF are also undertaking maiden township developments in Penang.

Besides property development, Leong also holds about a 10.5% stake in water-treatment company, Salcon Bhd,

It has won new water-treatment contracts in Terengganu and Johor totalling RM232.2mil.

The contracts are to build a 120 million-litres-per-day water-treatment plant in Kuala Terengganu and upgrade the Sungai Lebam water-treatment plant and distribution system in Johor.

These contracts will beef up Salcon’s order book by about 40%.

Going forward, Leong is expected to further bask in the corporate limelight as Eco World International, an associate of Eco World, goes for an initial public offering in the first quarter of this year.

EWDG targets to sustain and grow its gross margin through a better product mix in the future, i.e. skewed towards higher-margin properties.

The group is also looking at landbanking opportunities, prioritising the Klang
Valley area with faster turnover.

momentum and improving balance sheet.

Prioritising profit over sales in the near-term
Key highlights from recent concall


We recently hosted a concall with ECW management.

Three key takeaways are:
i) ECW is actively searching for new landbank opportunities in the Klang Valley (KV) and Iskandar Malaysia (IM) for township and industrial projects,
ii) ECW will prioritize profitability over sales in the short term pending new project launches by end-FY24/early FY25, and
iii) ECW has yet to establish a dividend payout policy but it is committed to pay a similar, if not a higher DPS, than FY22.

No change to our earnings forecasts, MYR1.12 TP (0.7x FY24E PBV) and HOLD recommendation.

Striking a balance between dividend and landbanking

Our TP is based on 0.7x FY24E PBV (+1SD to mean). ECW’s aim to maintain a DPS similar to or higher than FY22 is to strike a balance between dividend payout and landbanking activities. Additionally, ECW will benefit from another bumper dividend from ECWI (MYR39m, ECW’s portion) in Dec 2023. This will further reduce ECW’s net gearing to 0.26x.

EcoWorld exceeds RM3.5bil sales target

Eco World Development Group Bhd (EcoWorld Malaysia) achieved RM3.61bil in sales for the financial year ended Oct 31, 2023 (FY23), exceeding its sales target of RM3.5bil.

Eco Business Parks segment recorded RM1.04bil worth of industrial sales during the year, the highest in a single year.

Eco Hubs segment saw RM515mil worth of commercial properties sold in FY23, which was 15% higher than FY22.

EcoWorld Malaysia said it achieved total residential sales of RM2.05bil in FY23.

EcoWorld Malaysia also recorded high net profits from its Malaysian operations in FY23 of RM284.7mil.

Group’s future revenue remains healthy at RM3.49bil.

FY23 cash balances at its highest (RM1.36bil) and net gearing levels at its lowest in 10 years (0.25 times).

A further impairment of RM82mil was recognised due to EWI’s reduced number of future projects and continued deferral of new launches; and the higher weighted average cost of capital applied to review the investment in EWI as a result of further increases in UK interest rates in FY23.”

Notwithstanding the impairment and share of EWI’s losses, EcoWorld Malaysia said it recorded a net profit of RM3.3mil in 4Q23.

“The group’s net profit for FY23 (including EWI) is RM189.3mil, 20% higher than FY22.”

ECW’s FY23 net profit grew 15% mainly due to cost-cutting initiatives as well as a higher share of profit from JVs and associates.

ECW has secured RM3.6b in sales for FY23 (surpassed its sales target of RM3.5b).

The company has set a sales target of RM3.5b for FY24.

Maintain BUY. Target price: RM1.26.

Profit and sales in line


ECW’s 4QFY23 core net profit of MYR92m (+12% YoY, +40% QoQ) was within our expectation but above consensus.

FY23 locked-in property sales of MYR3.61b were 3% above ECW’s FY23 sales target of MYR3.5b but in line with our sales assumption.

Management sets a lower sales target of MYR3.5b for FY24 (-3% YoY).

We lower our FY24-25E earnings forecasts by 4-13%.

Our new TP is MYR1.10 (-2sen) on an unchanged 0.7x FY24E PBV (+1SD to mean). Maintain HOLD.

We are positive on ECW’s latest land acquisition in Iskandar Puteri (IP) as it will help to replenish its depleting landbank in Johor.

The new project, to be named Eco Botanic (EB) 3, with an e.MYR3.9b GDV, is expected to
contribute to earnings from 2026.

We revise FY25/26 earnings forecasts by -0.1% to +2.4% and raise the call to BUY with a higher MYR1.40 TP (+30sen) on a 0.8x PBV (from 0.7x); the re-rating to reflect ECW’s leading position
in the property space, strong management team and 5% net D/Y.
