Datasonic secures RM223mil deal to supply Malaysian passports

KUALA LUMPUR: Datasonic Group Bhd, which has already bagged a RM318.75mil contract to supply Malaysian passport chips, on Wednesday secured a RM223.38mil deal from the Home Affairs Ministry to supply Malaysian passport documents over the same five-year period starting Dec 1, 2016, or 13.416 million units.

“The contract is subject to normal business risks such as increase in cost due to any escalation of material costs and contractual terms including default provisions.

As such, the management would put in place control measures and operational procedures to reduce the impact or likelihood of such events,” the company said.

Datasonic shares gained 7 sen to close at RM1.37 on Wednesday, with 2.772 million shares changing hands.

Buck up or face action, Govt warns passport vendor

PETALING JAYA: The Government has ordered the company appointed to supply passports to buck up or face action.

Deputy Home Minister Datuk Nur Jazlan Mohamed said its performance was being reviewed and warned that action would be taken if it failed to perform its contractual duties.

Newly-appointed Immigration director-general Datuk Seri Mustafar Ali is also making the shortage of passports his major priority.

Mustafar pledged to resolve the issue as soon as possible.

“The issuing of passports is one of the department’s core services to the public. Any hiccup or issue must be dealt with quickly and effectively so that the public is not inconvenienced,” he said.

Nur Jazlan said the long queues at passport counters around the country was not the fault of the Immigration Department but that of the vendor who has failed to meet demand.

“We are reviewing the new vendor’s performance. In the meantime, we apologise and ask for the public’s patience,” he said.

Last week, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi ordered an increase to 20,000 passports daily, to meet the shortfall. Until then, the vendor was reportedly only providing between 5,000 and 10,000 passports daily.

Datasonic Group Bhd is the principal supplier of the passports and many of the chips used on the data page allegedly had defects.

The data page holds information on the passport bearer.

The company imports the biodata polycarbonate data page which contains the microchip.

Evelyn Wong, 46, was among those who was turned away at Immigration counters after failing to get a number to renew her passport which expires in November.

The irate school counsellor, who intended to travel overseas next month, had arrived at the Kelana Jaya Immigration office at 6.50am yesterday, only to see a queue stretching to the car park.

“I am not happy with the Immigration Department’s crowd management procedures,” said Wong.

She also said there was a couple, whose passports expire in June next year, in the queue ahead of her.

She said it showed that the public was so afraid of delays that they were coming to renew their passports well ahead of time.

Ajeet Kaur, 36, from Taman Medan, also had a similar problem when she tried to renew her son’s passport at the Kelana Jaya and Shah Alam Immigration offices recently.

“We were told they had run out of passports and couldn’t say when new stock would come in,” she said.

Checks around the country showed that the problem was largely in the Klang Valley. Passports were being issued as usual in Johor and Penang.

Datasonic to be the new subcontractor for PKN

KUALA LUMPUR: Datasonic Group Bhd will be the new subcontractor to Percetakan Keselamatan Nasional Sdn Bhd (PKN) for the supply of two million chips that will be embedded into the polycarbonate data pages of the passports.

In a filing with Bursa Malaysia Tuesday, Datasonic said the first discussion on the terms and conditions and draft subcontractor agreement by PKN started on July 29, 2016.

“If everything goes smoothly, subcontractor agreement between PKN and Datasonic for the supply of two million chips to PKN is expected to be signed.

“The necessary announcement will be made in compliance to the Main Market Listing Requirements of Bursa Malaysia Securities Bhd,” it said.

During the period from April to July 2016, Datasonic delivered 1.02 million units of polycarbonate data pages to PKN. The comprised of 121,000 thin polycarbonate data pages and 899,252 thick polycarbonate data pages with embedded chips. The average delivery for last four months from April to July 2016 is 255,063 units.

The delivery in April 2016 is 223,000 units which consist of 119,000 units of thin polycarbonate data pages and 104,550 units of thick polycarbonate data pages with embedded chips.

As for the delivery in May 2016, the 149,662 units consisted of 2,000 units of thin polycarbonate data pages and 147,662 units of thick polycarbonate data pages with embedded chips.

The delivery of polycarbonate data pages with chips to PKN in June and July 2016 are 369,916 and 277,124 units respectively.

Datasonic clarified the shortage of passports was due defective chips.

“The passing rate of the chip after 100% quality control by Trub AG, Switzerland before shipment, 100% incoming quality control by Datasonic and PKN is more than 99.76%.

“Therefore, there is no issue on the quality of the chips.

“As of June 24, 2016, out of the 523,940 units of the chips that had been delivered and verified by the main contractor before production, the rejection rate of chips is very small, only 0.24%.

“There is no such thing as a large number of chips delivered to the main contractor had been rejected due to defects,” it said.

The company has also clarified that it was “not the current principal supplier of the Malaysian passport booklets and chips” to Kementerian Dalam Negeri (KDN).

PKN, a company privatised by the Government owned National Printing Department (NPD) has been given six months extension to supply two million passport booklet and chips from June 1, 2016 to Nov 30, 2016 by the Government.

Datasonic is not principal supplier of passports

It supplies polycarbonate data pages with chips to Government

PETALING JAYA: Datasonic Group Bhd said it is not the current principal supplier of the Malaysian passport booklets and chips to the Home Ministry but supplies polycarbonate data pages with chips to the Government.

The company said in a filing with Bursa Malaysia that it would only start supplying Malaysian passports chips and documents from Dec 1, 2016.

“Percetakan Keselamatan Nasional Sdn Bhd (PKN), a company privatised by the government-owned National Printing Department, has been given a six-month extension to supply 2 million passport booklets and chips from June 1, 2016 to Nov 30, 2016,” it said.

Datasonic said the passing rate of the chips after a 100% quality control by Trub AG Switzerland before shipment and a 100% incoming quality control by Datasonic and PKN is about 99.76%.

“Therefore, there is no issue on the quality of the chips. As of June 24, 2016, of the 523,940 units of the chips that had been delivered and verified by the main contractor before production, the rejection rate of chips is very small, only 0.24%,” Datasonic said.

“There is no such thing as a large number of chips delivered to the main contractor had been rejected due to defects,” it added.

According to an earlier letter of award, the supply from Datasonic will by from Dec 1, 2016 to Nov 30, 2021 that will involve 12.5 million passport chips and 13.41 million passport documents.

“Datasonic will be the new sub-contractor to PKN for the supply of 2 million chips that will be embedded into the polycarbonate data pages. First discussion on the terms and conditions and draft sub-contractor agreement by PKN has already started on July 29, 2016,” it said.

“If everything goes smoothly, the sub-contractor agreement between PKN and Datasonic for the supply of 2 million chips to PKN is expected to be signed and the necessary announcement will be made,” it added.

Datasonic said it had delivered 1.02 million units of polycarbonate data pages to PKN that consists of 121,000 thin polycarbonate data pages and 899,252 thick polycarbonate data pages with embedded chips from April to July 2016.

Datasonic inks RM54mil deal to supply M'sian passport data pages

BY M. HAFIDZ MAHPAR

KUALA LUMPUR: Datasonic Group Bhd, which is taking over Percetakan Keselamatan Nasional Sdn Bhd’s (PKN) role as the main contractor by printing and supplying Malaysian international passports from Dec 1, has been given a conditional contract to supply a minimum of 2 million polycarbonate data pages with chips for RM54.06mil.

In a filing with Bursa Malaysia, the company said its unit Datasonic Technologies Sdn Bhd inked a supply and purchase agreement (SPA) with PKN on Thursday to supply the data pages for a seven-month period from April 1, 2016, to Oct 31, 2016.

The SPA, however, is subject to the receipt of orders for the Malaysia readable electronic passport books (e-passports), each to contain data page with an embedded chip, from the Immigration Department.

In the event that the contract entered between PKN and the Immigration Department for the supply of finished product dated May 20 is extended or terminated, the SPA will likewise be extended or terminated.

Earlier this year, Datasonic defended itself against reports saying that a shortage of passports was due to defective chips, saying it was not at the time the principal supplier of the Malaysian passport booklets and chips.

On April 27, Datasonic was awarded a RM223.38mil contract to supply passport documents for five years, or for 13.416 million passports, from Dec 1, 2016 to Nov 30, 2021.

Deputy Home Minister Datuk Nur Jazlan Mohamed was reported in August as saying that the ministry was mulling the possibility of engaging a new passport vendor following the shortage.

Datasonic’s puzzling contract

AS if issues surrounding technical glitches with our passports weren’t already troubling. Datasonic Group Bhd, a company in the thick of things related to recent passport hiccups, has announced a contract that raises a few questions.

On Thursday, Datasonic said one of its units had inked a supply and purchase agreement with Percetakan Keselamatan Nasional Bhd (PKN) to supply the data pages for passports (Datasonic is in the process of taking over PKN’s role as the main contractor for printing and supplying Malaysian passports).

What was odd about the contract was its effective period – it was for a seven-month period from April 2016 to Oct 31, 2016. There is no explanation as to why this contract is being signed only now or to whether it has already been executed.

The statement goes on to say that the agreement is subject to the receipt of orders from the Immigration Department for e-passports, each to contain a data page with an embedded chip.

The contract just adds to controversies surrounding e-passports in Malaysia. Earlier this year, Datasonic defended itself against reports saying that a shortage of passports was due to defective chips.

On April 27, Datasonic was awarded an RM223.38mil contract to supply passport booklets for five years, or 13.416 million passports, starting Dec 1, 2016.

Deputy Home Minister Datuk Nur Jazlan Mohamed was reported in August as saying that the ministry was mulling the possibility of engaging a new passport vendor following the shortage.

Datasonic secures new RM79.7mil order for passport pages

BY M. HAFIDZ MAHPAR

KUALA LUMPUR: Datasonic Group Bhd, which took over Percetakan Keselamatan Nasional Sdn Bhd’s role as the main contractor for printing and supplying Malaysian international passports from Dec 1 last year, will supply 2.8 million more passport polycarbonate data pages and personalisation services valued at RM79.716mil to the Immigration Department.

In a filing with Bursa Malaysia, it said its unit Datasonic Technologies Sdn Bhd had accepted the letter of award dated March 7 from the Home Affairs Ministry.

Datasonic said with the award of this contract, the total quantity of the supply of the passport polycarbonate data pages and personalisation services had increased from 10 million units to 12.8 million units over a five-year period from Feb 1, 2013, to Jan 31, 2018.

The total contract value has also risen from RM284.7mil to RM364.416mil, the company said.

Apart from polycarnonate data pages, Datasonic was also last year given a RM223.38mil contract to supply passport booklets for five years, or 13.416 million passports, starting Dec 1, 2016.
