Datasonic Group Bhd announced last Friday that it had been awarded two contracts worth a combined RM292mil from the Government to supply raw MyKad to the National Registration Department until June 30, 2016.

The stock had had a solid run-up from a recent low of RM2.85 on April 16 to end the week at RM3.62 ahead of the news.

RHB Research Institute on Thursday said it valued the stock at RM4.05, partly on expectation that the company would secure the MyKad contract.

Datasonic upgraded to 'buy' on acquisition

By RHB Research

Buy (upgrade)
Target price: RM2.50

DATASONIC has proposed to acquire 30% of Fuelsubs House Sdn Bhd (FHSB) for RM10mil, subject to the latter securing the mandate to manage the national fuel subsidy programme.

RHB Research said this confirmed previous media speculation and came as a positive surprise. It upgraded the stock to “buy” (from neutral) and raised its fair value to RM2.50 (from RM2.04) to factor in potential earnings contributions from this contract come the 2016 financial year.

Out of the RM10mil, RM7mil could be injected into FHSB as working capital while the remainder would be paid to the existing shareholders.

In RHB Research’s view, Datasonic would be roped in as the technology partner, given its proven track record in providing MyKad and photopages of national passports to the Government.

It believed this acquisition would lead to MyKad being designated as the official card to help facilitate the execution of the fuel subsidy programme.

If this programme can save the Government as much as RM9.8bil per annum, as reported by the media, RHB Research said it expected FHSB to be paid at least 2%-3% of the potential savings.

Pegging a net margin of 40% to potential annual revenue of RM200mil-RM300mil, RHB Research estimated that the fuel subsidy programme, if it materialised, could bring in an additional RM24mil-RM36mil to Datasonic’s bottom line on a full-year basis.

RHB Research upgrades Datasonic to Buy from Neutral

KUALA LUMPUR: RHB Researchy has upgraded Datasonic to a Buy call from Neutral with a fair value of RM4.08, given the recent share price weakness, it said in a note to investors on Thursday.

Since Bursa Malaysia issued a trading caution on Datasonic’s stock on April 1, its share price has retraced by 41.2% over the last two weeks.

“However, we reiterate that its fundamentals remain intact as we foresee earnings to be driven by its MyKad and passport contracts,” it said.

To recap, the group has bagged a RM5.4mil contract awarded by Majlis Perbandaran Pulau Pinang for the supply, installation and maintenance of closed-circuit television (CCTV) cameras on the Penang island.

It has also been appointed as the main sub-contractor to set up a one-stop visa centre for Indonesian workers in Malaysia.

The research house believes Datasonic’s businesses are as per usual.

“The group had an outstanding orderbook of four million copies of MyKad as of Dec 2013,” it said.

In view of the successful rollout of the new MyKad, which has improved security features to help combat identity fraud-related crimes, RHB’s FY14F and FY15F earnings estimates are still premised on its assumption that the group would secure a new order of 10 million cards worth RM180mil-RM190mil.

“In addition, we expect its earnings growth to be driven by the full-year contribution from its provision of photopages for the new Malaysian passports. Note that the contribution from this passport contract only started in 2H2013,” it said.

RHB Research maintains Buy on Datasonic

KUALA LUMPUR: RHB Research has maintained its Buy call on Datasonic with a reduced target price of RM2.10 based on an unchanged 25 times FY16F price per earnings.

"We expect a major re-rating in its share price should Fuelsubs House Sdn Bhd (FSH) secure the fuel subsidy rationalisation programme as the Government looks set to announce the new mechanism to the public. Hence, we are maintaining our Buy call," it said on Monday.

The research house said management shared potential initiatives going forward but cautioned near-term earnings could come under pressure on slower-than-expected MyKad orders.

It said its 30%-owned associate FSH, meanwhile, is in the midst of finalising its proposal on the fuel subsidy rationalisation program.

Datasonic intends to leverage on its existing strength by implementing the program via MyKad as the core platform, it said.

"This would help to minimise upfront investment costs as vehicle owners would be able to incorporate their respective fuel subsidy allocation into their existing MyKad vis-à-vis via the issuance of a new card.

"On a side note, the Second Finance Minister Datuk Seri Ahmad Husni was recently quoted as saying that the proposed new mechanism for petrol and diesel subsidies has now been completed. We expect to hear more developments on this over the next couple of weeks," it said.

Datasonic said that its earnings over the near term could come under pressure as orders for its MyKad delivery have slowed down since 1QFY15.

Datasonic shares attract interest
28 OCTOBER 2014

KUALA LUMPUR: Shares of Datasonic Group Bhd, previously reported to be part of a consortium at the forefront to manage the country’s multi-tier fuel subsidy rationalisation plan, edged up yesterday after the government announced more details of the scheme.

Datasonic shares attracted more interest yesterday than in the previous five trading days combined.

The stock rose 3.7 per cent, or six sen, to settle at RM1.65, with 3.7 million shares changing hands, compared with its five-day average of 3.2 million shares.

Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah announced yesterday that the government was looking at a three-tier subsidy programme — full subsidy for those earning RM5,000 and below, partial subsidy for those earning between RM5,000 and RM10,000 and zero subsidy for those making more than RM10,000.

“The government could announce the fuel-subsidy mechanism sooner or later and Datasonic could be one of the main contenders.

“This programme is good for any company due to its long-term potential,” an analyst told Business Times yesterday.

Meanwhile, shares of Pos Malaysia Bhd — which had formed an alliance with Datasonic and privately-owned Fuelsubs House Sdn Bhd to vie for the contract — eased one sen to close at RM5 with 9,600 shares traded, compared with its five-day average of 200,000 shares.

Early this month, Pos Malaysia group chief executive Datuk Iskandar Mizal Mahmood said it was “hopeful” in bagging the contract once the request for proposal was issued by the government.

He said Pos Malaysia had a competitive advantage with its vast nationwide network in terms of registering participants.

Pos Malaysia submits proposal for fuel subsidy rationalisation
13 NOVEMBER 2014

KUALA LUMPUR: Pos Malaysia Bhd has submitted the request for proposal to the government to manage the national fuel subsidy rationalisation programme, said Group chief executive officer Datuk Iskandar Mizal Mahmood.

Speaking to reporters today, he said the company remained hopeful of being selected for the contract.

"We are awaiting the answer from the government. They are evaluating it right now," Iskandar told reporters after the launch of Pos Malaysia's latest online service portfolio, EziPoz, today.

He, however, declined to provide further details on the proposal.

"We are hoping that the government will come back to us sooner. I can't comment further on the proposal because of the confidentiality agreement that we have with the Malaysian government and the consortium partners," he said.

Pos Malaysia and Datasonic Group Bhd have joined forces to bid for the concession, to manage the government's fuel subsidy rationalisation programme.

The Pos Malaysia-Datasonic joint venture and Fuelsubs House Sdn Bhd are among seven parties that have submitted proposals to the government to plug the loopholes in the current subsidised fuel distribution system.
