An "unsafe" vaccine would be as dangerous as the real Covid19.
An "ideal" vaccine does not exist, because different people have different immune reactions. I remember I got very sick once from a yearly flu shot, since then (10y ago?) I never sign up again for the voluntary flu shot in November.
