Renzi’s High Stake Gamble in Italian Constitutional Referendum

By Chris Massaro

Italy’s two houses of parliament currently share equal power, and bills must pass both houses in identical form.

Political vetoes are often used in both chambers, leading to legislative paralysis.

If accepted, the constitutional reform would reduce the power of parliament and reduce its veto rights.

Italian Referendum

Italy is getting ready to vote on changing the Italian constitution on December 4.

The referendum would limit the powers of the Italian senate, which is viewed as a source of political gridlock. The vote is seen as a vote of confidence in the current pro-European Union government headed by Matteo Renzi.

If the referendum fails, it is likely to open the door for anti-EU parties to take over the government. Sources in Italy tell me that the polls are currently leaning toward defeating the ballot measure, something that markets are not expecting.

The Financial Times recently warned: “An Italian exit from the single currency would trigger the total collapse of the Eurozone within a very short period. It would probably lead to the most violent economic shock in history, dwarfing the Lehman Brothers bankruptcy.

The next black swan could be fast approaching from a region that few are talking about

Complacency has replaced the sense of crisis that engulfed the Eurozone four years, although little has been done to fix its core problems

The yields on benchmark 10-year Spanish and Italian bonds, which surged to more than 7 per cent during the acute phase of the eurozone crisis at the end of 2011 and in the first-half of 2012, have fallen dramatically and have remained under 2 per cent since mid-2015.

Unemployment in the eurozone remains stubbornly above 10 per cent - and close to 20 per cent in Spain, supposedly the bloc’s star performer along with Ireland - while inflation is still woefully below the 2 per cent target of the European Central Bank.

Italy, the eurozone’s third-largest economy, is still struggling to emerge from recession while its banks are burdened with a large stock of non-performing loans.
