Forget the Ukraine ceasefire… Russia is still preparing for war

Russian President Vladimir Putin ordered troops placed on full combat readiness in snap drills in western Russia, as Defense Minister Sergei Shoigu warned the country was facing new threats to its security.

Some 38,000 troops, 41 warships, 15 submarines, and 110 aircraft are involved in the exercises, Shoigu said on Monday, according to a Russian Defense Ministry statement.

“New challenges and threats to military security demand a further increase in the military capabilities of the armed forces,” Shoigu said, the Interfax news service reported.

Russia is “deeply concerned about the increase in exercises of NATO countries close to our borders,” Russian Deputy Foreign Minister Aleksey Meshkov said on Monday, according to Tass news service. It’s “particularly surprising that this takes place in the northeastern region of Europe, which is the most stable in security terms, not only on our continent but possibly in the world,” he said.

The exercises began a day after Putin disclosed in a Russian television documentary that he was ready to put nuclear forces on alert when he annexed Ukraine’s Crimea peninsula a year ago.

Crimea held a disputed referendum on joining Russia on March 16, 2014, two days before Putin authorized the annexation, triggering the worst crisis in relations between Russia and the U.S., Europe, and the North Atlantic Treaty Organization since the Cold War.

Constant Drills

The almost yearlong conflict, which has killed more than 6,000 people in eastern Ukraine, erupted weeks later between pro-Russian separatists and government troops. A cease-fire negotiated by the leaders of Ukraine, Russia, Germany, and France in Minsk, Belarus, on Feb. 12 is gradually taking hold.

Russia will constantly hold unplanned military drills, Kremlin spokesman Dmitry Peskov told reporters on Monday as Putin ended speculation about his health by making his first public appearance in 11 days for talks in St. Petersburg with Kyrgyzstan President Almazbek Atambayev.

Exercises taking place over six days to March 21 will check the military’s ability to strengthen forces on the islands of Novaya Zemlya and Franz Josef Land, defend Russia’s borders by land and air, including in the country’s far north, and destroy the naval grouping of a simulated enemy, Shoigu said, according to Interfax.

Large-scale drills are also taking place in Russia’s far east, including in Kamchatka Peninsula, Sakhalin, and Khabarovsk region, involving 3,000 troops and 500 vehicles, Interfax reported, citing the Defense Ministry.

Now may be time to invest in Russian stocks

MOSCOW: Now may be the time to invest in Russian shares because oil prices have hit bottom and the Russian stock market is rising, veteran U.S. financier Jim Rogers said on Monday.

"I'm very optimistic about the future of Russia," he told a conference in Moscow arranged by investment firm BCS. "Certainly one of the most attractive stock markets in the world these days for me is Russia."

The dollar-denominated RTS index <.IRTS> of Russian stocks fell by 45 percent last year as oil prices plunged and Western countries imposed sanctions over Russia's support of separatist rebels Ukraine. However, the RTS has gained 20 percent since the start of this year.

Rogers, who now lives in Singapore, has been a prominent financial commentator since the 1970s, when he founded the Quantum Fund in partnership with George Soros.

Russia could now be "the right place at the right time" for investors, he said. His own portfolio consists largely of Russian shares, he said, among them fertilizer company Phosagro <PHOR.MM>, airline Aeroflot <AFLT.MM> and the Moscow Exchange <MOEX.

The country's economic downturn may make it an unlikely investment prospect, he said, but he was optimistic the stock market was going to rise more.

"Something has happened over in the Kremlin. The old ways of doing things in Russia have changed in my view," he said.

Rogers said that his optimism towards the Russian market was connected with his view that international oil prices have reached their bottom.

He also recommended buying short-term Russian treasury bills for investors with a one-year horizon.
