CN NDRC Proposes to Amplify F&B Service Consumption, Tap Potential of Prepared Food Mkt

The General Office of the State Council forwarded a notice from the National Development and Reform Commission (NDRC) on measures to restore and amplify consumption.

One of the proposals was to expand the consumption of food and beverage (F&B) services. It advocated healthy F&B consumption, opposed F&B waste, and supported localities in organizing food festivals, creating special food districts, and launching F&B consumption promotion events.

The notice also pointed out that the requirements relating to the extension of business hours of catering premises should be optimized in the light of local conditions.

China should also foster the model of "breeding base + central kitchen + cold chain logistics + catering outlets", tap the potential of the prepared food market, accelerate the construction of prepared food bases, fully realize the principles of safety, nutrition and health, and enhance the quality of catering and standardization of distribution.

Analysis - China can no longer 'extend and pretend' on municipal debt

After years of over-investment in infrastructure, plummeting returns from land sales and soaring COVID costs, economists say debt-laden municipalities now represent a major risk to China's economy.

Local government debt reached 92 trillion yuan ($12.8 trillion), or 76% of economic output in 2022, up from 62.2% in 2019. Part of it is debt issued by local government finance vehicles (LGFVs), which cities use to raise money for infrastructure projects. The International Monetary Fund expects LGFV debt to reach $9 trillion this year.

Record Number of Chinese LGFVs Miss Payments on Short-Term Debt

A total of 48 LGFVs were overdue on commercial paper, which typically carries a maturity of less than a year, up from 29 in June.

The eastern province of Shandong accounted for 37 of the 140 LGFVs that missed commercial paper payments last month, followed by 21 from Guizhou, its impoverished peer in the southwest.
