Trump's F-35 Calls Came With a Surprise: Rival CEO Was Listening

by Anthony Capaccio

Boeing CEO said to be in room as Trump phoned program chief
Lockheed has faced Trump attacks over cost of F-35 contract

Trump’s questions capabilities of Boeing’s Super Hornet fighter and how it might compete against Lockheed’s F-35C

Trump’s calls to a uniformed program manager to discuss a contract that was completed 16 years ago were unprecedented and potentially disruptive

December tweet: “Based on the tremendous cost and cost overruns of the Lockheed Martin F-35, I have asked Boeing to price-out a comparable F-18 Super Hornet!”

In an effort to drive the fighter’s costs down, the F-35 has been marketed to allies around the world, with production and maintenance contracts spread from the U.K. to Australia.

The U.S. Air Force, which plans to buy 1,763 of the F-35A model jets, would not fly Boeing’s minimally stealthy “fourth-generation” Super Hornet, which is designed for aircraft carrier operations.

As a so-called fifth-generation fighter, the F-35 is stealthier and is equipped with more advanced radar, sensors and communications systems.

The Navy version of the F-35 is easier to target because it’s not scheduled to be operational until August 2018 at the earliest.

The service plans to buy only 260 carrier models of the plane; the Marine Corps will buy 80 of the Navy model and 340 of a version capable of short takeoffs and vertical landings.

Lockheed has delivered 26 of the Navy jets to date, with four more on order

Under current plans, the Pentagon is scheduled to increase overall purchases of the F-35 in the coming fiscal year to 70 from 63 this year. Purchases would grow to 80 aircraft in fiscal 2019, and there’s a pending “block buy” of 450 aircraft after that.

Lockheed F-35 jet cost could drop 16 percent: Pentagon official

By Mike Stone

The cost of Lockheed Martin Corp's stealthy F-35 jet could fall 16 percent to around $80 million in future purchases, according to the Department of Defense's head of the program.

In February, the Pentagon agreed to a deal for the tenth batch of the fighter aircraft at below $95 million per jet for the first time, compared with $102 million in the previous purchase and the lowest price ever.

Lieutenant General Chris Bogdan, who runs the F-35 program for the Pentagon, gave his new estimate for the future cost of the jet while speaking to the U.S House of Representatives at a Capitol Hill hearing on Thursday.

President Donald Trump and other U.S. officials have criticized the Pentagon's most expensive program for delays and cost overruns, but the price per jet has steadily declined in recent years as production ramps up.

Bogdan said in his testimony to Congress that he has spoken to Trump several times about the cost of the stealth aircraft.

Lockheed and its main partners have been developing and building F-35s for the U.S. military and 10 allies.

The F-35 comes in three configurations, the A-model for the U.S. Air Force and U.S. allies; the B-model, which can handle short take-offs and vertical landings for the Marine Corps and the British navy; and the carrier-variant F-35C jets.

Lockheed, the prime contractor, and its partners, including Northrop Grumman Corp, United Technologies Corp's Pratt & Whitney and BAE Systems Plc, have been working on building a more cost-effective supply chain to fuel the production line in Fort Worth, Texas.

The U.S. Defense Department expects to spend $391 billion over many years to develop and buy 2,443 of the supersonic warplanes.

Trump 'looking seriously at a big order' of Boeing F-18s, turning up heat on Lockheed

The Pentagon's long-term plan is to buy 2,443 F-35s, not including 14 development models. Of that, 1,763 are expected to be F-35As for the Air Force, 369 F-35Cs for the Navy and 311 F-35s for the Marine Corps.

“The F-35 can do the job of the F-18”. "The F-18 cannot do the job of the F-35. But you don’t always need an F-35 to do the job."

Trump Stocks to Watch: Lockheed Martin (LMT)
Lockheed Martin LMTYTD Gains: 7.6%
52-Week Performance: 24.9%
Price Target: $282.68

Of course, Lockheed Martin Corporation (NYSE:LMT) will benefit from President Trump’s massive defense spending increase.

While high-profile weapons like the F-35 Fighter gets plenty of press, the world’s largest defense contractor has its fingers in many lucrative pies, such as aircraft control and defense electronics like the Aegis Combat Systems that are an integral part of modern navy ships. These electronics programs are highly lucrative.

On the other hand the headline risk for investors is something to worry about, especially given President Trump’s zeal to negotiate deals on defense contracts.

The Pentagon has long been critical of LMT’s management of the F-35 which, at $400 billion, is the most expensive weapons systems in history.

Its top weapons systems evaluator released a highly critical report in January and raised questions whether it will be combat ready in 2020.

Let’s not forget LMT’s recent admission that it found a “material weakness” in the Sikorsky helicopter company it acquired less than a year ago from United Technologies Corporation (NYSE:UTX) and its disappointing guidance for 2017.

Verdict: Take a pass

Lockheed Martin — which makes the F-35 stealth fighter jet, Sikorsky helicopters, missiles, and the littoral combat ship — has been trying to clear a cup base with a 270 buy point. Shares ended Friday at 268.66.

The Pentagon's top supplier has taken some flak recently. Trump has said he wants to introduce competition into the business of building fighter jets, saying costs for the F-35 were "out of control" and that he wanted Boeing to "price-out a comparable F-18 Super Hornet."

But such a shift would require a new competition and wouldn't show up in the upcoming budget.

Meanwhile, Lockheed has been cutting costs on the F-35, with the latest production contract factoring in unit cost reductions of 7%-8%.

Is the F-35 a Trillion-Dollar Mistake?

Trump criticized the cost of America’s warplane of the future, but what he’s not saying is that it might be hackable and leave soldiers vulnerable.

by Anthony Capaccio and Margaret Talev

Four-vessel deal expected to be announced as Trump visits
General Dynamics tanks also said to be part of arms package

Lockheed Martin Corp. has reached a $6 billion deal to sell Saudi Arabia four of its Littoral Combat Ships as U.S. President Donald Trump travels to the kingdom, people familiar with the transaction said.

From 2009 to 2016, the Obama administration approved $115 billion in potential sales to the Saudis.

They include a multibillion-dollar program to upgrade Saudi Arabia’s military command-and-control structure and the sale of about 60 UH-60 helicopters from Lockheed for about $5 billion,

Saudi intention to buy Lockheed’s Thaad anti-missile system, which intercepts incoming missiles at higher altitudes than the Patriot. Thaad already has been sold to the United Arab Emirates.
