Sands delays Macau casino project due to labour shortage

HONG KONG - The Macau unit of Sheldon Adelson's Las Vegas Sands announced on Friday a further delay in opening its glitzy US$4 billion casino resort in the city due to a shortage of construction workers.

Sands China, which already runs the Venetian Macau, the Four Seasons and Sands Macau, is planning a casino resort in the former Portuguese enclave-turned-gambling haven featuring 6,000 luxury and mid-scale hotel rooms.

But Macau has in recent months tightened restrictions on immigrant labour due to pressure from home-grown labour groups, including banning foreigners with only tourist visas from working in the city.

'Due to matters beyond the company's control, we have faced challenges acquiring the construction labour that we need quickly enough to be able to meet our original development and opening deadlines,' Sands China said in a statement to the Hong Kong Stock Exchange.

It added that the company estimated it would take about 16 months to finish the first phase, 'once we have sufficient labour to ramp up construction activities to requisite levels'.

The first phase of the project will now open in the Cotai Strip in the fourth quarter of 2011, and the second phase six months after that, the statement said.

Mr Adelson earlier said he expected the first phase to open in 2011, without being more specific.

The project was earlier brought to a halt during the financial crisis due to financing problems.

Macau, which was handed back to China in 1999, is the only Chinese city where casino gambling is allowed. It has overtaken Las Vegas in terms of gaming revenue after the sector was opened to foreign competition in 2002. -- AFP

7 Large-Cap Stocks to Sell Right Away: Las Vegas Sands Corp. (LVS)
Market Cap: $41.6 billion
Industry: Gaming

Las Vegas has seen a lot of changes in the past 30 years or so. Ask the locals and they’ll tell you it’s gone from a gaming town to more of a tourist attraction that has gaming.

And what that means is, it’s part amusement park and part shopping mall. But when the economy is weak, people aren’t exactly in the mood to spend money to travel somewhere to spend more money.

One of those large-cap gaming stocks that is feeling the pain is Las Vegas Sands Corp (NYSE:LVS). In addition to its holdings in Las Vegas, LVS spent fortunes opening in Macau. But the entire gaming industry has seen its fortunes fall as Chinese authorities crack down on corruption there — a move that is keeping high rollers out of Macau’s casinos.

LVS also has a casino in Bethlehem, Pennsylvania — a traditional steel town in coal mining country. You can imagine how operations there are going.

LVS isn’t a bad company. It’s a good company that’s having a bad year — and that’s why you should stay away.

Earnings Reports to Watch: Las Vegas Sands (LVS)

Las Vegas Sands (LVS) announces its quarterly earnings the same day as Baker Hughes — Oct. 21. Investors will be watching this release closely as well, but for entirely different reasons. Sands should give us a sneak peek into the health of the Chinese economy.

Despite its name, Las Vegas Sands gets very little of its revenues from Las Vegas; as of 2014, only 13% of revenue was generated in the United States. Sixty-five percent of its revenues come from Macau and another 22% comes from Singapore.

And the vast majority of the Macau and Singapore revenues come from mainland Chinese gamers, which are on the decline.

For most of the past decade, this outsized exposure to China was a major positive. Chinese high rollers effectively kept the entire worldwide gambling industry in business. But this started to come under pressure when Beijing cracked down on corruption and conspicuous consumption over the past year. And more recently, weakness in the economy has taken some of the allure out of risk taking.

A good earnings report out of Las Vegas Sands would say a lot about the health of China’s middle and upper-class consumers, which is a very big deal for the legions of Western companies that focus their sales efforts on Chinese consumers.
