Russia's Rusal was sanctioned by the US. Now it's investing $200 million in a Kentucky mill

By Julia Horowitz

Rusal is the largest producer of aluminum outside China.

The Russian company will take a 40% stake in the project, which is led by US startup Braidy Industries. The 2.5 million-square-foot plant in Kentucky will churn out metal for the auto and aerospace sectors.

Democrats have objected to lifting sanctions on Rusal and other Deripaska-linked firms that were targeted, with House Financial Services chair Maxine Waters pressing Mnuchin on the decision as recently as last week.

Ukraine invasion: Rusal investors lose US$6 billion in Hong Kong stock sell-off while aluminium producer deflects all sanctions

Sanctions by Western governments on Russia and its entities or individuals have not affected any part of Rusal’s business, company says

Stock hammered in Hong Kong while trading in Moscow is halted, surrendering almost half of the rally in 2021; Rusal’s dollar bonds plunged to 45 cents on the dollar

Rusal counts Sberbank as one of its two principal bankers, a state-controlled lender that has since been blocked by the US Treasury Department. Its former controlling shareholder Oleg Deripaksa has also been sanctioned.

Deripaksa still owns stakes in EN+ Group, Rusal’s controlling shareholder.

Rusal accounted for about 6.5 per cent of the aluminium market, based on its annual capacity of 3.8 million tonnes in 2020.

It derived about 37 per cent of its sales from Europe, 31 per cent from eastern European and central Asian nations, and 22 per cent from Asia and 9 per cent from the US.

Rusal jumps 11pc on hopes of nickel merger

Billionaire Vladimir Potanin, the biggest investor in Norilsk Nickel, said he's ready to discuss merging the mining giant with Rusal as sanctions against Russia weigh on both companies.

He added that the proposal came from the management of Rusal. Potanin acknowledged a lack of production synergies but said the deal was justified by other arguments including both companies' shift towards a "green economy".

Potanin, Russia's richest man, controls about 35 percent of Nornickel, a key producer of nickel and copper and the world's biggest miner of palladium.

He said that Nornickel is not under sanctions, despite the penalties imposed against him by the UK.

About 20 percent of the world's nickel comes from Russia, with nearly all of that from Potanin's Nornickel. The company also produces about 40 percent of the world's palladium, used in anti-pollution devices in gasoline cars.

Nickel price jumped significantly in March when the Russia-Ukraine war started, worrying that the supply of the material will be affected. London Metal Exchange suspended nickel trading back then and is now facing compensation lawsuits.
