Malaysia, Indonesia, Thailand join efforts to stop world rubber price decline

ALOR GAJAH, Dec 13 — Malaysia, Indonesia and Thailand, are intensifying their efforts to help stop the decline in world rubber price which is affecting their economies and planters.

Plantation Industries and Commodities Minister, Datuk Amar Douglas Uggah Embas, said one of the measures suggested was to ensure production did not exceed the current world rubber request.

“The control in production can be the controlling factor of rubber price based on the supply and demand theory where high supply can cause the rubber price to fall and vice-versa,” he told reporters after attending a dialogue between rubber planters in Machap Bahru here today.

Uggah suggested that the Association of Natural Rubber Producing Countries (ANRPC) members hold a ministerial-level meeting and make a effective decision on the world rubber price.

“The 11 ANRPC nations contribute 95 per cent to the world’s natural rubber supply and if we all worked together, it would make a big impact in handling the issue,” he said.

Uggah said ANRPC is also looking at new ways of using natural rubber to increase its demand.

“One of the ways is in Thailand where rubber is used as one of the materials for making roads which they have succeeded and Malaysia is expected to follow suit,” he said.

Uggah said the government came up with the rubber production incentives for smaller-scale rubber planters following the decline in rubber price.

“There will be a cabinet committee to help planters ease their burden. We will have meetings to find out to what other things we can do for them but our main hope is that the rubber price goes up and the planters make profit.

“The government allocated RM100 million for the rubber production incentive fund in the 2015 Budget which will be implemented on Jan 1 next year,” he said.

Malaysian Govt to build rubberised roads to increase rubber consumption

KUALA LUMPUR: The Malaysian government, in a bid to shore up natural rubber prices, will construct rubberised roads, says Plantation Industries and Commodities Minister Datuk Douglas Uggah Embas.

“We should increase the use of rubber and the government is targeting to utilise 10 per cent of total rubber production this year,” he said, adding that Indonesia and Thailand have also agreed to do the same.

Uggah was speaking to reporters after the ministerial level Special Session of the Association of Natural Rubber Producing Countries (ANRPC) here today.

Top producer Thailand, which announced similar plans to use rubber for roads, pavements and reservoirs, uses 3.5 tonnes of natural rubber for every 1km of road.

Uggah also said Malaysian rubber prices were expected to rebound this year, lifted by renewed demand from China.

Malaysia plans to use 10 pct of rubber supply in roads BY ANURADHA RAGHU

Malaysia plans to use 10 percent of its rubber supply in roads from 2016 as it looks to eat into excess supplies and shore up rubber prices, ministers said on Wednesday.

The roads will be made using rubber cup lumps, or naturally coagulated latex, which will be processed into bituminous cup lumps and then mixed into asphalt.

The Malaysian Rubber Board estimates 4.2 tonnes of cup lumps will be needed for each kilometre of road.

Malaysia expects to produce about 710,000 tonnes of natural rubber this year, Plantations and Commodities Minister Douglas Uggah Embas told a news conference after signing an agreement with the Works Ministry.

"The target is to use 10 percent of Malaysia's rubber for this purpose," he said. "We hope the excess supply of rubber will be drastically reduced ... and help reduce pressure on prices."

Embas said there was a possibility of increasing the usage of rubber in roads to 15 or 20 percent of supply if the project was successful.

Works Minister Fadillah Yusof said the rubberised roads would save on costs, be cheaper to maintain and help roads last longer.

The ministry was also looking to use seismic rubber in building structures to protect buildings and absorb shocks in high-risk earthquake areas, he added.

In June Malaysia was hit by a 6.0 magnitude quake that killed hikers on its highest peak, Mount Kinabalu.

Malaysia to rubberise about 1000 of state roads

KUALA LUMPUR: Malaysia is ready to rubberise about 1,000 kilometres of state roads beginning this year, Malaysian Rubber Board (MRB) Director-General Datuk Dr Mohd Akbar Md Said said.

He said the diverse use of rubber, especially for construction, would help reduce the current rubber stockpile and shore up flagging prices for the commodity.

Mohd Akbar also said the board was looking at how to increase the domestic consumption of the commodity in other sectors.

He was speaking to reporters after the opening of a workshop on “Specialty Rubbers for Green Rubber Products” by MRB Chairman Datuk Seri Dr Muhammad Leo Michael Toyad Abdullah here today.

Although constructing a rubberised road will be 16 per cent more expensive than building a conventional one, the Plantation Industries and Commodities Minister said that the maintenance cost would be much cheaper in the long run.

“Not only will it be cheaper to maintain, such roads are also more durable to cater to heavy vehicles,”

Chart of the day: Shanghai rubber futures show signs of bottoming

Exactly a week ago, we looked at the chart for Dalian iron ore futures, which were forming a rounded bottom.

Its similarities with the chart for Shanghai rubber futures are quite extraordinary, with this year’s sell-off slowing since April and forming a potential rounded base since May.

This lies just ahead of the interim lows in 2015 and 2016, continuing the series of marginally higher bases, this time around the most extreme Fibonacci retracement support.

Prices in Tokyo have also based since June, adding weight to what ought to be a global tendency.

Historical volatility remains at its long-term mean, so we might conclude that it is business as usual.

When momentum and the MACD turn bullish, expect a rally to 15,000 yuan (US$2,220) to 15,550 yuan per tonne.

Chart of the day: Rubber round the bend of the band

In what has been a painfully slow basing process since May, hope springs back for a rebound in Shanghai rubber prices.

A second gentle rounded bottom chart pattern in October caused a strong bullish Marabuzo candle in November, which led to last week’s close at the highest level since early May.

On Monday, the market gapped higher, bouncing from support from the sloping trend line, which should now act as support rather than resistance.

In turn, this has caused moving averages to cross to bullish, something that must be confirmed at Friday’s close.

We continue to favour a rally to 15,000 yuan (US$2,265) per tonne and probably the top of the flat cloud at 15,900 yuan and 16,400 yuan.
