Foreign card firms get access boost

China has announced it will open up its market for clearing domestic bank card transactions, a move that should allow foreign players such as Visa and MasterCard direct access to a market valued at US$6.84 trillion (HK$53.35 trillion) last year.

Foreign firms will be able to set up their own clearing companies and apply to the central bank for licenses for bank card clearing businesses from June 1, the State Council said yesterday.

The measure is set to end a near monopoly held by domestic champion China UnionPay, and allow Visa and MasterCard to challenge the state behemoth.

Bank card consumer transactions for both credit and debt stood at 42.38 trillion yuan (HK$53 trillion) last year, China's central bank said, representing annual growth of 33 percent.

The move is also set to resolve a long- standing trade dispute between China and the United States. In 2012, the World Trade Organization ruled that China's policies on electronic payment providers discriminated against foreign card firms.

A China UnionPay spokesman said the company "supports and will firmly execute" the government's decision.

Visa and MasterCard now piggyback their services on China UnionPay's network when accepting yuan payments and have to pay network access fees.

CREDIT-CARD COMPANIES ARE STILL SOARING

Today's chart offers more good news for the U.S. economy: Credit-card companies are soaring.

Over the past few years, we've highlighted many charts that reveal an important idea: While the U.S. economy isn't booming, it can't be doing all that bad.

For example, we've noted the tremendous share-price strength in super-bank Wells Fargo and American entertainment giant Disney. Add credit-card companies to that list...

Credit-card companies like MasterCard (MA) and Visa (V) act as sort of "bellwethers" for the U.S. economy.

When people are spending money and paying their bills, credit-card companies make plenty of money... sending shares higher.

As you can see below, the major credit-card companies are enjoying huge, steady uptrends. Over the past month, both have set new all-time highs... and both are up more than 125% over the past three years. It's the latest proof that "things can't be all that bad" in America.
