What will China build in Xi Jinping’s dream city? IT, biotech, new energy and new materials

The district will seek out companies engaged in information technology, biotechnology, new energy and new materials, providing them with various incentives and benefits to invest and establish operations in Xiongan.


Xiongan sits at the geographic centre of Xi’s master plan to integrate Beijing with the port city of Tianjin and with the surrounding Hebei province into a single region for development.

Known as the Jing-Jin-Ji plan, it’s one of the president’s two main development initiatives, along with his ambition to recreate the new overland and maritime Silk Road, dubbed the Belt & Road Initiative.

Xiong’an New Area eyes major industrial transformation

Province hopes to establish and actively nurture a core district of high-end industries at the forefront of technology

Priority to the next generation of information technology:-

This includes artificial intelligence, big data, cloud computing, Internet of Things, mobile Internet, R&D of biological drugs, genetic engineering and high-end medical equipment.

Actively nurture future industries, such as quantum communications, terahertz, blockchain, future network, brain science, stem cell therapy and regenerative medicine, nanomaterials, graphene, extreme environmental materials and liquid metals.

By 2020, the industrial framework in Xiong’an New Area is expected to be well established.

Xiongan, about 100km south of Beijing, is designated to be a city and economic zone that could potentially be on a par with Shenzhen in southern China.

Week after president’s trip to north China’s Hebei province, Xinhua publishes 13,000-word document extolling virtues of ambitious development project

Planned metropolis described as a ‘strategy crucial for a millennium to come’

A 13,000-word government document on turning Xiongan New Area in north China’s Hebei province into a city of innovation by 2035 was published by Xinhua on Thursday, just a week after Xi paid his second visit to the region in two years.

If successful, the development of the area, which is located about 100km (62 miles) southwest of Beijing, would be the largest infrastructure project in the history of modern China.


The plan was considered highly controversial among urban planning, economic and environmental experts.

“Many experts and businesspeople have serious concerns over its location, ecological problems and socioeconomic costs”.

Xi’s empty dream city shows limits of his power, even in China

The ruling Communist Party has since spent some 610 billion yuan (US$85 billion) on the city, more than double the cost of the Three Gorges Dam.

On former cornfields now stand a train station, office buildings, residential compounds, five-star hotels, schools and hospitals.

Just one thing is lacking: residents.

The tensions surrounding Xiongan, and its elevated status for the Communist Party, came to a head in the summer when northern China was hit by its worst floods in decades.

Officials ordered all out efforts to protect Beijing and the sparsely populated Xiongan, calling them the “top priorities for flood control” — even if that meant diverting water to flood neighboring cities and villages, leaving thousands of people stranded for days.
