I read the news below today and I did not know if I wanted to cry or laugh at this solution... this is what we can all come up with???

Any Primary 4 kid can do the math and tell you that if the outflow is constricted and the inflow is greater than the outflow, it is a matter of time when it will overflow.. having such a simple barrier will not help at all!!!

The best defense is an offense. But who's in charge of the floods ?

Minister to PUB: A flood is a flood By Chua Yini Article:

The Public Utilities Board's (PUB) usage of the word "ponding" to describe several incidents of flooding at Liat Towers was inappropriate, said Minister of Environment and Water Resources Dr. Vivian Balakrishnan on Monday.

Speaking in Parliament, the Minister said: “As far as I am concerned, PUB should not have used the word ‘ponding’. I call a spade a spade. A flood is a flood.”

“As long as there's water accumulating somewhere where it's not supposed to be, as long as it has implications on human safety, business operations, that is a flood, and it is a problem that needs to be solved,” he said.

In response to the incident, the PUB stated that “there was no flooding at Orchard Road”, but that water had “ponded” at Liat Towers and other low-lying locations.

However, others feel that more should be done to alleviate the problem, instead of finding fault with the PUB’s word usage.

Said Jean Chia, 28, a teacher: “The issue should not be the choice of word the PUB used, but what is being done to solve the problem.”

Similarly, Xie Ying, 23, a data analyst, is more concerned about the measures taken to prevent another incident of flooding.

“People don’t care what word you use. They care more about what you do,” she said.

It has invested $2 billion over the past 30 years to reduce the low-lying flood prone areas from 3200 hectares in the 1970s to today's 49 hectares.

Mr Balakrishnan observed in Parliament that increasing rainfall and urbanization are making flood prevention efforts more difficult. As such, greater collaboration between ministries is needed.

In June last year, 124mm rain fell over four hours in Orchard Road, causing the Tanglin area to be flooded by 100mm.

Last month, over three hours of rain caused water levels to rise as high as 153mm.

Earlier this month, Minister for the Environment and Water Resources Vivian Balakrishnan urged Singaporeans to be patient while alternatives to the Stamford Canal are being studied to help resolve flooding along Orchard Road. He had also suggested that “reserve capacity” needed to be constructed for Stamford Canal.

Wondering if the flood along orchard road can be attributed to the over construction, especially ION ORCHARD in that area..

There used to be a large amount of land that can adsorb the rain water outside of orchard MRT.. now its all gone... and hence the rain water is just running into the canals instead of being held up by the soil.

1. Does it really take that long for them to figure out collaboration is ALWAYS needed?

2. Seems to me that he is trying to put part of the blame on others as well. Eg. URA, SLA...and maybe even Immigration?

i read todays ST on the Expert Panel recommendations......LPPL...any engineers would be able to those list...wht waste $$$ on "experts"....unless the owner does know about their own backyard well enough??

the worst suggestion is do a modelling.....knn the actual scenerio is already infront of you....why waste time to model somemore???

Is he hinting the ministries refused to cooperate to work together ?

haha.... this kind of recommendations is to BS the public..

I guess Poles bro, you must have an engineering background... cos' the solutions suggested comes very easily to some one with an engineering background.. :P

I don't hv an engineering background n the only solution that comes to mind naturally is:

SACK that incompetent girl name keleng. That'll send a very clear message to all cabinet ministers that money is never that easy to earn

All these boil down to lee ah long's very poor management skills. As the pm, I hold him overall responsible for being slag in the last 15 years

More should be done to cope with droughts: Balakrishnan By Kezia Toh

Dry spells are more worrying than flash floods, said Minister for the Environment and Water Resources Dr Vivian Balakrishnan.

He commended the recommendations released earlier this week by the expert panel working to ease the waterworks, but added that the infrastructure should also cater to possible droughts.

He said: 'What is happening to the weather is greater variability. Days with intense rain, and that those days with intense rain may be increasing. It is equally possible, I feel, that there will also be dry spells,' he added.

So the panel's proposed methods such as detention ponds and green roofs can store water which will then be recycled to wash cars and streets, as well as water the plants. Singapore is fast approaching the dry spell of the north-east monsoon, which typically starts in February.
