Since June 1, Chinese coast guard and maritime safety vessels have been running what appear to be permanent patrols east of Taiwan — hailing foreign commercial vessels, requesting port and crew information and practicing the kind of law enforcement inspections a trade quarantine would require.

Taiwan’s coast guard has now officially sanctioned physical interdiction and the risk of an at-sea incident is rising.
